Sunset in Dubai ranges from about 17:35 in early December to about 19:15 in late June. The earliest sunsets fall in the first half of December and the latest in the last week of June, which is why a sunset charter cannot run to a fixed departure time across the year.

These are approximate mid-month times for Dubai. They move by a few minutes either side across each month, and they are close enough to plan a charter, a photograph or a dinner reservation around. Check the exact time for your date before you commit to anything to the minute.
Dubai's earliest sunsets fall in the first half of December, a couple of weeks before the solstice, and the latest sunrises fall in early January. That is a consequence of the equation of time rather than anything local, and it catches people who assume the two move together.
The practical effect is that the first half of December has the earliest evening light of the year. A sunset charter then leaves the Marina at about 16:05, which is inside a working afternoon.
The useful window is roughly ninety minutes before sunset to thirty minutes after. Leaving too early means sitting offshore waiting; leaving too late means missing the twenty minutes when the light on the towers is worth the charter on its own.
So the departure time moves through the year with the sunset — about 16:05 in December, 17:00 in March, 17:45 in June. Any operator quoting a fixed 18:00 departure in every month is not timing the light, they are timing the shift pattern.
The other seasonal factor is haze. Winter air off Dubai is clearer, which makes November through February the strongest months for a sunset photograph even though the evenings are cooler on deck.
