The reason to do this in Dubai rather than anywhere else is the backdrop. A thirty-minute ride out of the Marina puts you level with JBR and Bluewaters; an hour gets you down past the Palm to a point directly off the Burj Al Arab, which is as close as anyone gets to that building without a reservation. Most people book thirty minutes and then wish they had booked an hour.
You ride with a guide, always, on a marked route. That is a rule rather than an upsell — the water off Dubai is busy with commercial traffic and the guide keeps the group out of the shipping lanes. Two people can share a ski and swap halfway.
A briefing, a life jacket and fuel are included in every rate. You do not need a licence, any previous experience, or your own equipment. Bring sunglasses that will survive being soaked and shoes you do not mind leaving in a locker.
